The font is not repressive by destination, but achieves a public service mission, which initially consists in ensuring the safety of the goods and the people! ; this observation explains the classification which one can propose between the font of information (political police), the font of command (administrative font), the font of investigation (judicial police) and organizes it defense, in charge of the information.

This activity is also marked by its generally preventive character. The decisions taken aim at anticipating the disorders which threaten the command (prohibition of a demonstration). The administrative font merges sometimes with special fonts, as those which regulate certain professions or which govern the relative tendencies with management and the conservation of the public domain (font of the car parks, organizes beaches). Most important of the general fonts remains the municipal police of which the aim is to ensure peace, the security and the public health. They can be securities like the decency (regulation of cinematographic projections), even esthetics. This differentiation of the general fonts and the special fonts remains very difficult to operate because the criteria are multiple and imperfect. It is necessary to have for the spirit that the responsibility for the administration as regards special font corresponds to a regime conditioned by the requirement of a heavy fault, whereas as regards general font several regimes coexist (simple fault, heavy fault, no fault).
The authorities of general font are the Prime minister, the prefect and the mayor. That implies that this superposition of the capacities, inspired at the same time by devolution and decentralization, makes prevail a command: the authorities of municipal police must adhere to the regulations prescribed by the official authorities. In addition, authorities of font “! lower!” can enact a regulation intended to be implemented in a more vast district only theirs. The decisions of the authorities of font are legal only if they are founded on the need for maintaining or to restore the command: the administrative court will sanction the insufficiently justified decisions or will determine if there were glaring error of appreciation.
