Item 1st
The program of the matters to which the proofs of the contest for the recruitment of the police officers relate municipal mentioned in articles 2 (1°) and 4 of the decree of October 25th, 1 994 referred to above is the following
With. - Written test of admissibility.
The proof of drafting of a report starting from a relative file with an event or an incident has the aim of checking the capacity of the candidate to write a report given full details starting from the known as event.
B. - Proofs of intake
1. The discussion with the jury has the aim of checking the control by the candidate of the summary notions on the organization of the State and the local communities (designation and competences of the deliberating and executive parts, general organization of the services) and the motivation of the candidate;
2. The programme and the scale of notation of the physical proofs provided for in article 4 of the decree of October 25th, 1994 referred to above appear in the appendix of this closure.
Article 2
The chief executive officer of the local government agencies is in charge of the execution of this closure, which will be published in the Journal officiel de la R3epublique fran1caise.

The initial training of implementation of the training police officers municipal provided for to article 5 of the decree of August 24th, 1994 referred to above is organized by the National center of the territorial public function according to the procedures provided for with the items hereafter.
Article 2
Pursuant to articles 11,13 and 14 of the law of July 12th, 1984 referred to above, the contents of the formation provided for in article 5 of the decree of August 24th, 1994 referred to above are stopped by the National center of the territorial public function, within sight of the employment and functions mentioned with the bond 1st of the known as decree.

Article 4
The National center of the territorial public function defines the time-table of the formation, which it notifies with the territorial authorities and to the trainees.

CHAPTER 1st
Nature of the proofs of the contest
Item 1st
The contest of access to the framework of uses of the police officers municipal contains proofs of admissibility and intake.
The jury understands at least three and with more the five members of which a magistrate of the legal command pertaining to the seat or the parquet floor, indicated on proposal, according to the case, of the first chairman of the court of appeals or the public prosecutor close the aforementioned court in the spring of which the seat of the qualified accounts center or the organizing commune of the contest is. Except for the members mentioned in article 42 of the law of January 26th, 1984 (Decree 05 151 7 of October 19th, 1995, Article 25) “and of the magistrate of the legal command mentioned with the present item,” the chairman and the other members are selected on a drawn up list, each year, by the chairman of the administrative court, for the whole within the territorial competence of this court.
The closure provided for with the first subparagraph of this item appoints the substitute of the chairman for the case where the aforementioned would be in impossibility of achieving its mission.
In the event of equal sharing of the voting rights, the voting right of the chairman is dominating.
The correctors of the proofs are appointed by closure of the authority mentioned with the first subparagraph of this item.
Article 7
It is allotted to each proof a note from 0 to 20. Each note is multiplied by the corresponding coefficient.
The stopped jury, for each contest, the list of the candidates admitted to forward to the proofs intake, because of the number of the points which they obtained with the whole of the proofs of admissibility.
No candidate having obtained a note lower than 5 out of 20 with the one of the proofs of admissibility can be stated acceptable.
The written tests are anonymous.
Article 8
The can taking into account in particular the number of candidates, to constitute itself in group of inspectors with a view the correction of the written tests and the oral interrogations.
Article 9
At the conclusion of the proofs, the jury stops the list of intake.
Article 10
The authority which organizes the contest alphabetically draws up the short list within sight of, the list of intake.
Article 11
The minister of state, home secretary and of town and country planning, the minister of state, Minister of Justice, Minister for justice, and the minister of state with town and country planning and the local government agencies are charged, each one in what relates to it, of the execution of this decree, which will be published in the Journal officiel de la R3epublique fran1caise.
