The action plan “gendarmerie 2002”, base of the current and future shares of the gendarmerie, provides for among its main trends, “to act together with our partners of the security in France and abroad”.
Among the actors of the security the municipal police appears. Those, under the authority of the mayors, ensure of the daily missions of prevention and monitoring. They are permanently in contact with the population.
This is why a true synergy can be born from a reconciliation between the municipal police and our institution. It is already the case, in an abstract way, in many cities. The signature of a Convention between the gendarmerie and the National center of territorial public function will thus constitute an additional pitch.
Thus, the gendarmerie will take part in the training of the municipal police officers, as well in a theoretical way, within the framework of the as on the plan practices by accommodating its trainees during periods of formation implemented.
The development of this partnership will lead to a better reciprocal knowledge and a reinforcement of the security of the people and goods, mission first of the gendarmerie.
In the field of the fight against drug, the gendarmerie continues its share against this form of delinquency which knows a strong expansion in the miners. The share in management of the evenings “turnip” is particularly developed.
Only a real collective mobilization and shares in partnership with the elected officials and associations will make it possible to dam up this plague.

Complementary on the ground, gendarmerie and municipal police may find it very beneficial to strengthen their co-operation, in order to increase the effectiveness of their share to the service of the population. It is the objective of the Convention as regards formation, elaborate between the head office of the Gendarmerie and the National center of territorial public function .
The municipal police, under their missions of prevention and monitoring, ensures the daily newspaper an essential public service, the direct contact of the population. Force proximity, present on 90% of the territory, the gendarmerie thus aspires naturally to a closer co-operation with the municipal police.
A COMMUNITY Of OBJECTIVES
This wish lies within the scope of the Directives fixed by the action plan gendarmerie 2002: “to act together, with our partners of the security, in France and abroad”. The law of guideline and coding relative to the security and the reform of the State call with a work in partnership. In the fields of the policy of the city, fight against the delinquency, urban violences and school the co-operation of the security services is ardently wished. With the local plan, it will result in the signature of Conventions between the gendarmerie and the municipal police.
By linking their efforts, the two institutions can create a true synergy. It is thus important to act as partners, to learn with better knowing itself and to share respective know-how, in a preoccupation with an effectiveness. To ensure the public health, security and the command indeed requires the circulation of useful information, a coordination of the share, as well as a respect of competences of each one.
FORMATION
This is why the gendarmerie proposes to contribute to the formation municipal police officers. By supplementing it by a theoretical and practical teaching, it will make profit this personnel from its competences and its professionalism. The , which ensures the training of the rural policemen, the agents and the chiefs of municipal police, has adopts this principle. Currently, the duration of initial training is three months for the rural policemen and six months for the police officers municipal.
SIGNATURE Of a CONVENTION
The head office of the National police and the drew up a Convention having for purpose the participation of the gendarmerie in this formation.
The signature of this Convention should make it possible to satisfy the many requests already formulated by the communes as regards training of their personnel in the field of public safety.

· The greeting of training rural policemen, municipal trainees as well as agents in training of chief of font, in unities of the national police for periods of formation implemented.

If the total of the infringements to the legislation of the narcotics (THEY) remained stable in 1996 compared to the previous year, it masks a slight rise of the level of activity of the gendarmerie and developments alarming, that other indicators make it possible to clarify.
One notes, as regards THEY, an important progression of the people blamed (more 24%), imprisoned people (more 10%) and police custodies (more 19%). These data attest of a strong penetration of drug in the areas of responsibility for the gendarmerie. This development illustrates an aggravation of the phenomenon, a greater sensitizing of the investigators and an improvement of repression. This form of delinquency knows a fantastic expansion in the miners (more 52%).
EXPOSED MINERS
The success of the evenings “turnip” near the young people (more 87% in one year) is at the origin of a rise of “entertaining” drug-addiction within this population. To leave these demonstrations their quasi-clandestinity, the organizers and to impose security checks are top priority, defined by the interdepartmental mission of fight against drug and drug-addiction (MILDT).
EXTENSION OF THE PHENOMENON
The drug taking extends to the bosom even from nonmarginal populations. The use-resale progresses. The short circuits prove indeed increasingly lucrative.
